How to pre-order your "I Have a Dream" license plate
Deadline to reach 450 application goal is December 31, 2019
STEP 1. Complete the application and submit form (one per vehicle)
Please be sure to read the form carefully, including the additional information. You will complete sections two (2) through four (4) of the application, sign and date.
Complete one application per vehicle.
Steps to completing the application:
Open in Adobe Reader or other PDF application (do not open in your internet browser);
Read the Application and complete sections 2 through 4;
Save the document on your computer's desktop;
Email the completed application to firstname.lastname@example.org

STEP 2. Submit payment per vehicle.
Option A. ORDER ONLINE
Select the "Non Personalized" or "Personalized" plate based on your selection from the application completed per vehicle.
(Each plate order includes a $1.50 non-refundable convenience fee. This fee is listed under "Shipping" during checkout.)
Please limit four plates per online order.
Choose the type of plate you would like.

Please note: Should the legislation not pass, you will be refunded the cost of the plate to the payment method used.
The online $1.50 convenience fee is non-refundable.

What is the deadline?
All applications and funds must be collected by December 31, 2019. We must collect 450 pre-paid applications in order for the legislation to be considered.
What happens to the funds I send with my application if the General Assembly fails to approve this new license plate honoring Dr. Martin Luther King, Jr.?
Funds will be returned to the applicants. If you paid online, the $1.50 convenience fee per plate cannot be refunded.
Why can't the DMV just provide these cards for free if the law requires free photo voter IDs?
There is no revenue stream at present for additional locations to provide free photo voter IDs outside of the registrar's office for each locality. The funds generated by this specialty license plate will help accomplish this goal and codify it into Virginia law giving the DMV authority to provide these voter ID cards.
